Greenhouse Gases Emission Intensity Target (Amendment) Rules, 2025

The Ministry of Environment, Forest and Climate Change (MoEFCC) has notified the Greenhouse
Gases Emission Intensity Target (Amendment) Rules, 2025
, effective from 13th January 2026, under the Environment (Protection) Act, 1986.

These Rules amend the Greenhouse Gases Emission Intensity Target Rules, 2025 and further
operationalise the compliance mechanism under the Carbon Credit Trading Scheme, 2023 (CCTS)
by expanding sectoral coverage within the Indian Carbon Market (ICM).

Key Highlights of the Amendment Rules:

  1. Expansion of Applicability
  2. In addition to the four sectors covered under the principal Rules (Aluminium, Cement, Chlor-
    Alkali, and Pulp & Paper), the Amendment Rules notify GHG emission intensity targets for the
    following additional sectors:

    • Aluminium (Secondary Aluminium)
    • Petroleum Refinery
    • Petrochemical Units (Gas / Naphtha Crackers or both)
    • Textile Sector (Spinning, Processing, Fibre, and Composite units)

    The Schedule under the principal Rules has been re-numbered as the First Schedule, and a Second
    Schedule has been inserted specifying baseline data and emission intensity targets for the newly
    covered sectors.

  3. Baseline and Compliance Targets
  4. For each newly notified obligated entity, the Second Schedule specifies:

    • Baseline output and GHG emission intensity for FY 2023-24
    • GHG emission intensity targets for the compliance years 2025-26 and 2026-27
    • Sector-specific metrics, including:
      1. tCOâ‚‚e per tonne of equivalent product (Aluminium, Petrochemicals, Textiles)
      2. tCOâ‚‚e per MBBLS per NRGF (Petroleum Refineries)
  5. Responsibilities of Obligated Entities
  6. Obligated entities covered under the Amendment Rules are required to:

    • Achieve the notified GHG emission intensity targets for each compliance year
    • Register and operate on the Indian Carbon Market (ICM) Portal
    • Monitor, report, and submit data and documents as per procedures prescribed under the
      CCTS
    • Submit banked or purchased carbon credit certificates equivalent to any shortfall in
      compliance
    • Where prescribed documents are not submitted, the shortfall shall be calculated as per the
      prescribed formula under the Scheme.
